Timocracy was the socioeconomic system the preceded the emergence of what we know as Democracy in ancient Athens.
Ancient-Athens, in its Golden Age, is the beginning of the end of Hellenism - a branch of Aryan culture and traditions (Indo-European meme)

Philotimo: Love of honor, love of what is right.
For a brief description of the Hellenic/Pagan Aristocratic ethos, an American take.
Philotimo is a Greek term which is difficult to define.
They make a brave attempt to translate it into English.
Some of the participants are representatives of the Nihilistic dogma but they do offer a sense of the concept.
Philo {φίλο} = friend, kind.
Timo, timi, timio {τιμώ, τιμή, τίμιο} = Honour, Price/Cost, Honest/Right.

Relating to Timocracy
To honour self is to honour what is right, about you, what is your past/nature, what includes your ancestors, your heritage, and goes beyond it; to accept the cost/price of being what you are, with clarity, honesty to self, accepting all of it, particularly what does not agree with your projected Idea(l), your object/objective, which you choose to identify with as a continuance of this past.
To be friend to what is timio is to be of its kind.
To be of its kind is to be in tune, in harmony, to co-respond, to include yourself in its presence.
The concept of ubermensch finds its place in relation to this continuum of past, towards future, with the ego/self as the nexus between the two, and in relation to resentiment, as the reaction to one's own temporality.
The overcoming of one's existential anxiety, embracing the passing nature of the self as necessary, as the very essence of Becoming, without feeling remorse, self-pity, hatred towards what self is, towards self, is an advancement in power; to un-cover one's place, as the pivotal point in space/time, connecting past/nature with the projected future, and to act in accordance with what is honest, to appraise correctly, accepting the price/cost as your own, and to do what is right, is Philotimo, the very heart of Nobility.
The Nihilist has corrupted even this to accord with how he relates to world and life, and himself.

State: The State will be comprised of these groups: Citizens {Homoioi} – non-citizens {Perioikoi}.
*
The State will be comprised of the following institutions, each with its own jurisdiction, responsibilities and powers:

Government

Armed Forces

Elders

Merchants

Homoioi
Designation of Homoioi, or Homoios will begin with a racial criterion before proceeding to the socioeconomic (social) criteria.
Before an applicant can be considered for the privilege of Citizenry, using Ownership prerequisites, he must prove patrilineal and matrilineal heritage, to the depth of three generations (90 years – generation = 30 years).
If racial criterion is not met in full, eligibility requirements will be adjusted accordingly.
*
A list of Tribes will designate the State’s racial eligibility list.
Tribes will be designated using racial or any other criteria the State, and tis people, uses to identity itself by.
*
A Family name’s inclusion on the formal list of Tribe membership is the primary criterion for Citizenry, pending the Ownership and service criteria, which are secondary.  
*
Family names will designate who is included in racial eligibility.
Family names included into tribal unities.
Elders will determine which Tribes and which Family names will be included.
Magistrates will approve such inclusions, and/or exclusion in yearly sessions.
*
Tribe’s will align with present day national identities, with the added caveat of proving racial purity, determined using DNA markers.
(Each State will have its own rules of inclusion/exclusion)
*
Tribes already included will vote on including new applicants, or will vote on excluding member Tribes already part of the State.
Vote requirement will be no less than 80% of participating Citizens.
*
For every generation a Family name has been approved and included within a sanctioned by the State Tribal unity, and has attained and maintained Citizenry requirements during this time, necessitates a yearly vote for exclusion, pending a formal request.
(One generation necessitating one vote, two generations requiring two consecutive votes, one hundred generations requiring one-hundred consecutive votes etc.)

To include/exclude a Family, and/or a Tribe, from list of eligibility, a formal application by no less than 1000 Citizens must be proposed to the Elders who, in turn, will vote on which ones are serious enough to be considered by their High Council.
Once the proposal has been approved by the High Council it is submitted to the Magistrates for endorsement and its passing into State Law by the High Court.
*
Government: comprised of the Caesar, the Senate, and the Magistrate.
*
Caesar: The Caesar will be elected from among the Senators to serve for a period of no more than 10 years, or until death.
*
Caesar’s responsibilities will include proposing candidates for the Armed Forces three branches, proposing going to war, relations with foreign governments, approving of vetoing Senate proposals concerning laws, and amendments to laws.
*
Caesar will selects individuals, of his choice, Citizens or not, male or female, to comprise his Cabinet.
*
Cabinet members will act as advisors to the Caesar; each within the field of his expertise, and the Cabinet position given to him by the Caesar.
*
Senate: Senators will be elected from among the Citizenry, and will serve for life, or until serious reason is found for stripping him from the senatorial privilege.
Serious reason will include treason, hubris, fraud etc.
Judgment will be passed by the Magistrates.
*
Once a Senator dies, or is stripped of his privilege, elections are held to elect a replacement.
*
The Senate will be comprised of no more and no less than 300 citizens elected from among the Citizens.
*
Magistrates: Magistrates will be selected from among the Elders who are Citizens, by the members who meet eligibility, and will serve for life.
Criteria will include lucidity, willingness, energy (mental & physical health & an Intelligent Quotient over 120) – with an age limit of no more than 80, and no less than 50 years.
*
Participation in Government office, and/or the Armed Forces, and/or Merchant Trade Union excludes a Citizen/Elder from eligibility in the Magistrate.  
*
Magistrates will serve as judges in cases of law and order – they will lead the courts.
*
Their responsibilities include interpreting and applying the laws the Senate passes.  
*
From among them a High Court will be chosen to judge over matters of State, and the laws that will govern all courts.
*
This High Court {areios pagos} will consist of 12 Supreme Magistrates, selected by the Magistrates themselves.  
*
They can be stripped from their office only by a military tribunal, and after the Lord approves of this decree.
The military tribunal will be comprised of high ranking officers, selected by the Generals: three from each branch in the Armed Forces.

Armed Forces: Comprised of Citizens of age, and divided into the branches of Air, Sea, & Land.
*
The leaders, Generals, of each branch will elect a Supreme Commander, from amongst them, who will be leader of all three branches.
*
Once a single tour of duty (10 years) has been entered into, and not completed (relevant, in particular, to non-citizens), the individual ascends to status of Citizen, with all the responsibilities and privileges this entails.
*
All members of the Armed Forces are automatically citizens and eligible to vote for Senate representation.
They, and their family, immediately acquire all the privileges and responsibilities of a full Citizen.
*
The individual can opt to continue his service, as a full Citizen, and reenlist for additional tour of duties.  
*
With each additional tour of duty the citizen will advanced in one, or more, rank(s).
The advancement determined by the evaluation of his superiors – except when it comes to the highest rank of General.
*
Highest rank, General, will be determined by a commitment to service over multiple tours of duty, by competence, determined through these years of successive service, and by the individual’s desire, a willingness to ascend and to acquire higher ranks.
*
The Caesar will propose ascent to the highest rank, within each of the 3 branches.
Senate will veto, or approve, the Caesar’s proposal.
*
The Senate will oversee military decisions, and activities.
Disciplinary options will include demotion (loss of rank), jail time (added to the loss of rank), and execution.

Elders: Comprised of the oldest members, both male & female, Citizen and non-citizen, of the State.
All males/females older than 60.

*
Eligibility, to vote, will be determined by the individual’s ability to travel and participate in the Council of Elders, which will take place monthly at a central urban location.
Those unable to participate, or to travel to this location, will retain their eligibility, but will not be considered eligible for the particular proceedings.    
*
Elders will select, from within their ranks, a council of 12, with 3 acting as leaders, or High Council.
*
All members of the State, Citizens and non-citizens, males and females, will also be eligible to vote for the Council of Elders, and will be eligible to hold the position of High Council.
It is the only institutional body where all members of the State can participate if they meet the age requirement.
*
Leaders will hold their position until death, at which time a new leader will be selected from within their ranks of those interested in this position, and those meeting the requirements of age, lucidity, mobility [ability to participate].
*
Responsibilities will include spiritual guidance of the Citizenry, presiding over community rituals, and spiritual events, inclusion into the Magistrates, of those who are also full Citizens, advisors to the Lord and to individual Senators.

Merchants: All Citizens having their required tour of duty and unwilling, uninterested in Government, automatically fall into the Merchants group, and/or class, and or/ cast.
*
Whether they volunteered, or not, whether they know it or not, the fact that they are Citizens means they are producing tangible goods which automatically makes them productive elements of the State.
All Citizens not belonging to the Government, and the Armed Forces, are part of the Merchants cast/class.
*
How much, in excess, of the minimum requirement they produce, and what they do with this excess, is up to the Citizen himself to decide.
*
A council of Merchants called Trade Union will regulate mercantile activity between Citizens & non-citizens, and evaluate the production, determining the requirement of Citizenry, of each Family.
The Senate will oversee Trade Union decisions and activities.

Timocracy Empty Economy

Economy:  All exchanges, and economic transactions within the domain of the State will be conducted using the Gold/Silver/Bronze/Copper standard.
*
Merchants and all citizens are obligated to conduct their economic affairs with each other, and with the State using Gold/Silver/Bronze/Copper coins, with a State seal guaranteeing the true value of the coin, or an equivalent guaranteeing seal of trust.
This hierarchy of symbolic value, represented by the intrinsic value of the metal itself, will be henceforth referred to as the Gold Standard; Gold being the basis from which all other values are derived from.
The seal will indicate the guarantor who will be held accountable for the value of the coin, or be obligated to bring to justice those who, in his name, have counterfeited the seal or the value of the coins bearing it.
*
1 Gold coin = 100 Silver
1 Silver coin = 100 Bronze
1 Bronze coin = 100 Copper


Each coin will bear the symbol of the State, validating and ensuring/guaranteeing its value.
The value of each metal is fixed.  It’s market buying equivalencies fluctuating, according to supply & demand.
Each coin corresponding, with tis fixed value, to a specific amount of goods and services, as these have been established through market balances.
The only other type of trading permitted is that of kind-with-kind, where the exchange is agreed upon by the participants, offering goods and services, with no intermediating conversion into the Gold standard.
*
All value of goods and services will be converted to the Gold standard, unless the participants agree to exchange kind-with-kind.
Whatever, subsequent, disagreements ensure will be judged according to the gold standard by Magistrates.
*
The name of the nomisma (money) will be left to the market innovations, but officially the name of the metal itself will be retained, indicating the State’s commitment to ensuring tis true intrinsic value, with no metaphorical, symbolism interfering.
*
Gold, being a finite metal on earth, reflects the finite resources available to human on the planet earth.
Earth is the womb, the metaphorical mother, out of which value is birthed, connecting man, and the resources he needs, to his origins.
*
Gold, as coin or resource, entering the State’s domain, without the state’s seal of approval/guarantee, will be permitted to be traded, though not guaranteed by the state.
The risk undertaken, with the absence of trust, placed upon the ones choosing to trade in this unsanctioned, and not verified metal.
If said metal is minted and guaranteed by a party other than the State, such as a Merchant or Citizen, or, even, a non-citizen {periokos}, then responsibility for any ensuing disparity between value of metal used as coinage {nomisma} and value inscribed and sealed will hold the minting part accountable.
As such, the minting of coins and the seals used to validate their value, ought to be approved by the Merchants, and then the Magistrates, who with their approval pass on trust to the State, through their intervention, otherwise those minting and guaranteeing the value of the coins, and those choosing to use such coins on trust, will bear full responsibility for any losses ensued by value disparity, between fixed value of metal, and symbolized value of coin.

Timocracy Empty Ownership

Ownership: All who shall be given the privilege of the vote will have to hold ownership over a piece of the land comprising the State’s expanse.
Such an individual will hold the honorary title of Citizen, and will be addressed as Sire, in addition to his given Family name.
*
A minimum and a maximum limit in ownership will be imposed upon every Family by the State, reducing the political influence of wealth and increasing the political influence of charisma and intelligence.
*
The upper limit will be 1/1,000 of the States total wealth (Gold Standard).
The lower limit will be 1/1,000,000 of the States total wealth (Gold Standard).
*
Wealth will be evaluated according to present market dynamics, and only tangible goods will be used.
Services and abstract products (intangible goods, such as art, ideas etc.) will not be taken into account, though they will be protected, by law, as belonging to the owner.
The owner will be able to take advantage, enjoy, the wealth these intangible products offer him, but he will not be able to use them to become Citizen.
*
In the event that an owner, whether Citizen or non-citizen, produces both tangible and intangible products, the Trade Union will determine the tangible value of his wealth.
*
The States total wealth evaluated every ten years, along with the State’s population census, determining the number of Citizens {Homoioi} and non-citizens {Perioikoi}.
The upper/lower will be, for this reason, fluctuating on a ten-year cycle.
*
Wealth, and Power differences, between Citizens, will never exceed a multiple of 1000.
The wealthiest never being more than 1,000 times that of the humblest.
*
All wealth in excess of the upper permitted limit will be taxed by the State, the money used for State needs – pending a Senate vote, and the approval of the Lord.
*
Citizens will be permitted to participate in Cooperatives so as to increase their individual power/wealth through associations.
*
All property must be productive, in the material sense, and not left idle, or directed towards dealing with abstractions and selling services; and what is to be considered productive property will be that which produces materials which can be consumed and used by the whole, even if they are only taken advantage of by the Family exclusively.
*
The value of the product produced will be determined by market forces of supply and demand within each particular year.
*
Ownership shall be passed on from father to eldest son preventing the accumulation of property and influence by a single Family.
All other sons will have to either submit to the authority of the elder brother or reject their Family ties, setting up a new line and taking on a different Family name.
*
Ownership is also permitted by females and non-citizens, but if the requirements are not met to be included into the Citizenry, they owners will enjoy the state’s full protection but will not be permitted to vote, other than for the Council of Elders.
*
The Trade Union will oversee and regulate all transactions and all matters of dispute between owners, both Citizens and non-citizens.
*
If disputes cannot be settled between the parties, with the intervention of the Trade Union, then the dispute will be settled by the Magistrates.

Timocracy Empty Citizenry

Citizenry:Only those born into a Family whose Masculine head has retained Citizenry for three+ consecutive years, is the Owner, or belongs to a Family which is the owner of productive property, within the upper and lower limits designated by the State, and has served the State, in whatever capacity he can, will be eligible for the status of Citizen.
*
Racial Caveat: Eligibility for Citizenry will be adjusted by racial criteria.
Applicant’s requirement will be multiplied by three if he cannot prove his patrilineal descent from Aryan bloodlines, and by two if he cannot prove matrilineal descent from Aryan bloodlines, as these have been defined by the Elders.
In the case of mixed heritage the paternal caveat (higher multiplier - 3) will take precedence.
All other eligibility criteria will be adjusted accordingly.
*
Citizenry can be revoked if the individual belongs to a Family who has fallen beneath the lowest limit required in productive property, as this is determined by the prevailing market values of any given period, for three consecutive years, or if the Family head is ostracized by the Senate, stripping him of the Citizen status for a period designated by the Senate itself.
*
Once citizenry is revoked it can be re-attained by meeting the criteria/requirements once again.
All who shall be given the privilege of the vote will have to also serve the State, for a period no less than ten years (one tour of duty), and in the capacity determined by the circumstances particular to each individual case.
*
Those incapable of serving the State as soldiers shall have the option of serving the State in some other area of social need – this determined by the particular individual’s physical and mental potentials.
If an individual is incapable of serving the State or refuses to do so, for any reason, he will be stripped of his Citizen title, with all the consequences this entails.
If an elder son refuses service, or in unable to offer himself to the State for any period of time, the rights and privileges of Citizenry will pass on to the second born son… and/or the third, and/or the fourth, and so on.
*
In the event that no son is born to a Family, or all sons belonging to a Family refuse service, or cannot serve the State, the responsibilities and privileges of Citizenry will pass on to the daughter(s).
They will hold it in trust, for the birth of a male heir.
*
The State will ensure the welfare of the Family for a single generation.
No votes will be accepted from said Family up until the time of the male heir’s maturation and after his service to the State.
*
If no daughter belongs to the Family and no sons, then the property of the Family will be taken over by the State to do with it as it pleases (Senate vote, pending Lord’s approval) and for the betterment of the whole.
*
Females who wish to serve in the Armed Forces, or in Government, will be required to present the approval of her Family’s elder male, and will acquire no additional benefits other than monetary payment.
*
Citizens will be the backbone of the State.
Only those owning productive property and willing to serve the State will be included within its numbers.
*
Non-citizens will be permitted to participate in the socioeconomic life of the State but will have no right to vote, nor will they enjoy the status afforded to Citizens.
*
Although second-hand citizens, non-citizens {Perioikoi}, will be afforded the respect allotted to anyone who remains loyal to the State and its laws.
Work for money and acquiring ownership of property is protected by the State, for both Citizens and non-citizens.
*
Ascent to the status of Citizen will be open to any non-citizen who is willing and gifted enough to acquire and maintain ownership over productive property, and are willing to serve in the army and/or send his sons to serve in their ranks.
*
To attain the status of Citizen any non-citizen, will require the ownership of productive property for no less than three consecutive years (production in excess of the lowest limit), and, if of age, service to the State (or is in the process of serving one tour of duty).
[Racial multipliers apply]
*
Non-Citizens will have the protection of the State, and will have access to the judicial systems, protecting him under the law, but his status will be a factor when dealing with a full Citizen.
*
A non-citizen can volunteer to serve the State and he will enjoy the status of full Citizen for the period he is in service.
In time of need the State can draft non-citizen into service.
*
Once the male’s compulsory service to the State is over he may return to his Family, volunteer for more tours of duty, pursue higher education, or leave the Family structure on his own.
Such males will be called Noblemen, and be addressed as Sir.
*
Noblewomen (madams) and Noblemen (sirs) will retain their Citizen status for the duration of their life.
If their heirs do not meet Tribal, Ownership and/or Military Service requirements, Citizenry will not be passed on to the eldest son.
*
Nobles must establish a new Family name to be included, pending approval, into Tribal identity.
{An easier task, given their heritage, and military service}

Timocracy Empty Females & Family

Females: No female shall have the right to become a Citizen.
*
Females belonging to a Family will be trained, physically and mentally, alongside males of her age, until her 12th year.
Then her training will continue, focusing less on the male oriented disciplines so as to include training in homemaking, childrearing etc.
*
Upon coming of age (18) a daughter will be given the option to marry into another Family, at which point she will no longer be a part of her father’s/brother’s Family.
A Family’s daughters will be given this option in succession, from eldest to youngest.
*
If she refuses this option she may elect to offer herself for service to the State, without enjoying the privileges of a male.
She may serve in any capacity, including the Armed Forces – no special entrance level standards will be afforded her.
Special services will be made available, by the State, to females who choose this path of service.
Upon completion of her service to the State, in any capacity (no less than one tour of duty) a female will be rewarded with a State dowry

In times of war, or catastrophe, females are expected to aid in the welfare of the state and tis Citizenry, alongside male counterparts.
*
In the event that the father cannot produce a viable heir to the Family title, the eldest daughter shall hold her father’s property in trust, for the time period required for her to produce a male heir.
She will act as family heir, or as proxy Citizen, until such time as the family produces a legitimate male heir, or loses Citizenship.
A legitimate heir shall be produced either by herself, or by another family member, at which point she will relinquish her proxy Citizenry, in waiting – until said male heir reaches the age of maturity and goes through military service.
*
Upon reaching maturity and after this male heir has acquired the rights and responsibilities of Citizenry he will have the choice of taking on his mother’s Family name, or his own father’s name.
If he rejects his mother’s title the second male son will be offered a similar option.
*
If all the eldest daughter’s sons reject her Family’s name then the two properties will merge, under the authority of her dead husband’s Family.
If the merger exceeds the allowable upper limit for ownership, then all excess will be taken over by the State as tax.
*
Females have a privileged place within the state, even if they do not hold office, or exert influence directly.
Their power is through the Family, within which they represent its means towards an end, and are the holders of the Family’s destiny.
*
Upon completing one full tour of duty a female will be considered a Noblewoman, and will be addressed as Madame.

Family: A Family will be considered the fundamental structure of the State.
*
Each Family will be represented by a Family name, passed on along male bloodlines.
*
Each Family name must be approved and included within a Tribe, pending racial requirements, and a vote.
*
It is, in fact the Family, represented by the senior male, and symbolized by the name, who is the party that has a vote, a voice, and enjoys privileges within the jurisdiction of the State’s domain, and not the individual representing the Family.
An individual outside a Family structure, whether the Family has a vote or not, is considered a nobody {outis}.
*
The members of the Family only acquire and retain rights and privileges, along with the responsibilities they entail via the Family name.
*
Any son wishing to leave his birth Family’s hierarchy must abdicate any rights over the Family’s shared wealth and name, including the vote, and begin a Family of his own.
*
If the son is not offered any help from the father, or his elder brother (the male head of his Family) when setting up his own Family, begins with no property and so no Citizen privileges.
*
A Family is responsible for its own property and the members that bear its name.
The masculine head of the Family unity is held accountable for the conduct of the members and the property that fall under its control.
*
A Family can extend its protective coverage to those who do not bear this name and who are not Citizens themselves, accepting responsibility for their conduct.

Timocracy Empty Education

Education: The training of children will be done by the Family, under the guidance and supervision of the State.

Training will begin no sooner than when the child reaches the age of seven.
Females will be in charge of a child’s upbringing up to the age of seven.
*
Children: Upon birth all children will be examined, by the Elders, for mental and/or physical deformities.
If the child is deemed incapable of maturing to a state of healthy self-dependence, it will be terminated (aborted or euthanized).
*
Males & Females will be separated upon reaching the twelve year of age, and trained differently.
Both will participate in the same schools and will socialize during breaks in the teachings, up until the age of seven.
Training from the next five years will be similar, though separated.
*
Upon reaching the age of seven boys will be separated from girls.
Girls will continue being educated using the same curriculum, with younger boys in separate areas within the same schools.
*
Female training will focus on ethics, household management, mathematics, culture, language, art, child rearing, cooking, physical fitness etc.
Males training will focus on mathematics, language, philosophy, ethos, culture, politics, history, martial arts, physical fitness etc.

After the age of twelve boys will be placed in separate premises, their welfare transferred to the State, up until they fulfill their compulsory military duties to the State, whereupon their education/training will become more rigorous.
The physical aspect will be included along with mental training in equal measure.

Females will continue their education/training up until the age of eighteen.
If the eldest male of the Family chooses she will be given the option of marriage with a male of the Family’s choosing.
If no such option is given, or she refuses it, she will have the option of pursuing higher education, or offering herself for duty to the State.

Timocracy Empty Periokoi

Non-Citizens: Even non-citizen enjoy the protection of the State afforded to Citizens, minus the political privileges.

While remaining within the domain of the state, Periokoi are expected to abide by the laws of the State, so as to enjoy the privileges afforded by it.
This unspoken agreement is held in trust – breach of trust will be punished more severely than that of a citizen, because for a Citizen there could be no worse primary punishment than the loss of Citizenry.

Although Periokoi do not have the same duties, as Citizens, towards the State, neither do they enjoy equal rights and privileges.
Before the Magistrates the possession of Citizenry proffers to the individual higher leniency, founded on shared trust, and a more stringent benefit of doubt.
In the market an individual belonging to the Periokoi class will also suffer the consequences of a lower level trust, affecting his/her dealings with Merchants.
Nevertheless, Perioikoi can enjoy the comforts of State controlled environment, if they remain disciplined to tis laws, and respectful to its Citizenry.
Their rights and well-being continuously validated by their conduct, and not by birth, or by Family.

Timocracy Empty Nobles

Nobles: Male or Female offspring of established Families who have fulfilled state requirements but choose to relinquish their Family name – females rejecting arranged marriage – will bear the title of Noble, and addressed as Sir or Madame.

Nobles will enjoy the full rights of Citizenry for the duration of their lifetime, as well as more lax criteria to establish a new Family name and to have it approved within a Tribal identity.
